In 2001 No Environmental Assessment required for re-development of Westhorn Recreational Ground

01 00087 DC Use of land as training facility at 1528 London Road

So in 2001, when Celtic FC requested planning permission of Glasgow City Council for the laying of pitches, new road access and parking it should have triggered an Environmental Assessment if there were any abnormals/contamination/mines. Yet as we can see above there were none.

Suddenly in 2008, seven years after the planning approval and extensive use by Celtic only then when the sale of the land occurs by Glasgow City Council are the ‘abnormals’ discovered.

So the evidence mounts against any abnormals on Westhorn from:

SEPA

The Coal Authority

Health & Safety Executive

British Geological Survey

and now GCC’s own Planning system.

I hope Glasgow City Council and it’s employees understand it is a criminal offence under Section 65 of the Freedom of Information (Scotland) Act [FOISA] to block, erase, destroy or conceal information which is subject of a request in order to prevent disclosure. Note this also applies to any contractors of the GCC as well:

Section 65 FOISA

Every refusal by GCC to disclose the ‘abnormals’ has been recorded thus digging themselves into a deeper and deeper hole.

The details above were discovered by the engineer and pzj.

  1. It all sounds very familiar! ( lennoxtown) . Formation of vehicular access ( not done ) parking area and associated works ( not done ). It looks to me that they can apply for anything they want , get it , then just do as little as they want without the authorities checking up that they have kept their side of the planning contract!!

  2. Surely all of this information leads to a very serious cover up on the part of someone or some group of people involved at public service level.
Who is actually taking the council or Celtic FC to task over this whole unsavoury affair?

Something certainly appears to be very underhanded at an unacceptable level.
