Lennoxtown Initiative: How 3 Public Authorities tried to hide it’s operations from the public

The Lennoxtown Initiative (LI) was set-up as a charity company, company number SC221335, by 3 public bodies:

NHS Greater Glasgow

East Dunbartonshire Council

Scottish Enterprise Dunbartonshire

The question is why it was set-up differently from the Kirkintilloch Initiative (KI) which was created before the LI?

The KI was set-up as a subsidiary of EDC and has been successful in allocating millions of pounds of funds from the sale of the Woodilee Hospital. Why when that was successful was the LI set-up even further from the public’s prying eyes and set-up as an independent company.

The purpose of the LI was to push for the sale of the Lennox Castle Hospital land and the allocation of some of the proceeds to charitable purposes in Lennoxtown.

Why then does the NHS GGC not want to answer the following FoIs which they have had since March 2014:

1. Tripartite Agreement between the three bodies listed above which was needed to set-up the LI and acknowledged in the list of NHS GGC docs on the land sale:

When did the first meetings take place between the three parties? Where are the minutes? Who was in the meetings? Where were the meetings held?

2. The EDC Option given by the NHS GGC to the EDC to allow the sale of some of the Lennox Castle Hospital land for £1:

When was this option agreement given by the NHS GGC to the EDC? Where are the minutes of the meeting? Who was in the meeting? Did they have the authority of any of the NHS GGC Trust boards to virtually transfer a potentially multi-million pound property to another public body for a pittance? What was the purpose of the option & whose bright idea was it?

3. The NHS GGC claim it was a sub-Trust that approved the sale of the upper site to Celtic. When was the approval meeting? Where are the minutes of that meeting? Who was in the meeting?

Why will the NHS GGC not answer FoI’s which are supposed to only take 20 working days but they are still with their heads in the sand like ostriches after treble the required time. Shreding documents doesn’t take that long.

Please bombard the NHS GGC with the same questions above and relay any replies through the usual channels.

It is an indication that something stinks in the creation of the LI and the Lennox Castle Hospital land deals with the EDC & NHS GGC. The next post will examine it more detail.
